The total number of licensed seats has had minor fluctuations over the past 20 years, but the growth in Whistler’s population has led to a decline in seats per capita up to 2015. 2020 showed the impact of the COVID pandemic and the significant decline in population which helped the seats per capita recover to 2000 levels.
